However, before diving into the DLC, players must complete the initial mission: One Small Step to start the questline.
Start “The Scaled Citadel” Mission In Starfield: Shattered Space
The Scaled Citadel is one of the main quests in the Starfield DLC. It is located in the hidden city of Dazra.
Dazra houses the leader of House Va’ruun and serves as the final resting place of its founder, Jinan Va’ruun.
To start the scaled citadel mission, the player needs to speak to the council members and interact with Malibor Dul Kehf.
The members will discuss how the Citadel must be secured first and how there have been reports of increased Zealot activity.
For mission progression, the NPC Malibor Dul Kehf commands you to do whatever it takes to bring Anasko back.
No screenshots cause I don't want to spoil it for anyone who hasn't seen it yet

But the Scaled Citadel is the coolest location in any BGS game 💫💫 #Starfield pic.twitter.com/XeMg5hTWKj
After talking with the council, you must move towards the citadel’s entrance using the map as a guide. You will then discover the Scaled Citadel’s location.
As you move towards the entrance, ruined vortex horrors will spawn. Players need to enter the sealed Citadel using the mourning device after defeating the vortex.
After gaining access to the Sealed Citadel, players will find Anasko Va’ruun. He explains that the chain reaction that started is self-sustaining, and the vortex interlock burned out.
Anasko will provide the vortex interlock, which needs to be replaced at the reactor location.
Getting To Reactor Level In The Scaled Citadel
Follow the directions provided by the NPC, and then make your way to the reactor level.
After attempting to override the lockdown through the facility’s computer, you must release the containment on top of the modulator.
Once it’s freed, destroy it to complete the task. Stay sharp! Players will need to get on top of the modulator to destroy it.
Players will then move towards reactor level 2, where they will need to replace the Vortex interlock. Once the Vortex interlock is replaced, the Citadel is stabilized.
After your conversation with Anasko, you’ll face a critical choice: will you release the phantoms, or will you decide to terminate Pod life support? Choose wisely.
Great Serpent, accept this offering the accursed. Guide me towards the scaled citadel and the sanctuary of Va'ruun'kai. I am not alone. #Starfield #ShatteredSpace 🐍 ✨️ pic.twitter.com/yePcSTAzWr

If you decide to terminate life support, the experiment will be shut down.
New Zealots will infiltrate the Citadel, and players must ascend to the very pinnacle to gain control of the Vortex Gate.
At the Pinnacle, Anako reveals that the gate will cycle once again. To stop the cycle, players must overload the Vortex gate by destroying the modulators.
Once the Vortex gate has been overloaded, the building will start falling apart; players will need to escape the Citadel immediately.
You can Follow the mark on the radar and screen to find the door leading you outside the Citadel.
